Client: Highlands and Islands Enterprise (HIE) & Orkney Islands Council (OIC) Services: Mechanical, Electrical & Low Carbon Consultancy / Energy Feasibility & Decarbonisation Strategy CDMM were appointed as Mechanical, Electrical and Low Carbon Consultants for the refurbishment and extension of the Orkney Research and Innovation Campus in Stromness, Orkney. The campus comprises two principal buildings: a former primary school and the historic Old Academy building. As part of the wider redevelopment strategy, CDMM led a detailed feasibility study into the potential use of seawater as a renewable heat source for the site, supporting the Client’s ambitions for low-carbon innovation and energy resilience in a remote island context. The study included a comprehensive review of existing and projected energy demands, assessment of suitable marine-based heat extraction technologies, and evaluation of the practical challenges associated with utilising low-grade thermal energy to serve predominantly pre-1975 existing buildings. The analysis demonstrated the potential for an innovative carbon dioxide (CO₂) heat pump system, utilising an open-loop seawater heat exchange strategy to deliver renewable thermal energy. This approach offered the opportunity to create a pioneering low-carbon district heating solution, with potential capacity to extend supply to surrounding buildings within the local area. If implemented, the proposal would have represented a UK-first application of a CO₂ and seawater based district heating network, positioning the campus as a demonstrator for marine energy integration in remote and rural communities. The feasibility work included detailed technical evaluation, outline construction cost modelling, and programme assessment, providing the Client with a robust evidence base to support informed decision-making on future investment and delivery strategy. CDMM’s involvement highlights a strong capability in delivering innovative, place-based decarbonisation strategies that align with net zero objectives and the unique challenges of remote healthcare, research, and innovation environment.
